01 · What we understand
This is how we read your brief. Please tell us if we have got anything wrong.
The agent has a booking form. They need the full rental agreement written.
The agent already has a signed agreement. It needs to be stamped by LHDN.
Both services end up in the same place. Your staff see one list of jobs, whichever service the agent chose.
02 · When each service is used
If an agent picks the wrong one, your staff get a phone call. So the website has to make the timing clear.
Stamping is required by law. Drafting is not. Every signed rental agreement must be stamped, or it cannot be used in court. But many agents already have their own agreement template. So stamping will be your busy service, and drafting is the extra you sell on top.
03 · The important thing to agree
Please agree this before we build anything. It decides what the website can and cannot do.
Once for every job.
You now work out the stamp duty yourself and file it on MyTax. That needs a tax number, a login, and a form filled in by a person.
LHDN does not offer any way for an outside website to file on your behalf.
What this means for the website. Everything up to the moment of filing can happen by itself. The filing cannot. So the website's job is to get each application completely ready, then hand your staff a clean list to work through.
How long the filing part actually takes is something we need to check with you. It is on the next slide.
04 · Being straight with you
We would rather show you what we do not know than present guesses as facts. None of these stop us starting. All of them change details, and details are much cheaper to fix now than in week three.
We read that simple stamping gives you the certificate back in minutes.
But looking at e-Duti Setem, rental stamping has statuses for valuation by JPPH, for review, and for being rejected and resubmitted. That looks like days, at least sometimes.
You will know this better than any guide. When you stamp a normal rental today, does it go straight to payment, or through JPPH first? And how long does it usually take?
Your answer decides what turnaround you can promise agents.
LHDN has a "bulk" option where one file covers many jobs, and the file already holds the tax details. It would save your staff hours.
But we found three problems. The written instructions we found are from 2020, for the old system. They cover two kinds of stamping and rentals are not one of them. And it looks like it needs an Agent login, not an Individual one.
So we are not counting on it. We would check with LHDN before promising anything.
Everything we have designed comes from looking at tenancy.my, not from your written spec, which we have not seen.
If you can show us the real rental stamping form inside e-Duti Setem, we can build your staff screens to match it exactly.
Right now we are guessing at the fields, and guessing is the most expensive way to build anything.
Why we are telling you this rather than quietly hoping. If we promise a two day turnaround and LHDN takes a week, that is your reputation, not ours. Better to find out together this week.
05 · The website
Your brief allows five pages, including the two forms. This is how we would use them.
One thing to watch. Because you take money and keep copies of IC and passports, you need a privacy policy, terms and conditions, and a refund policy. Putting all three on page 5 works. But these are legal documents, so your lawyer should write them, not us. If you want them as separate pages, that takes you past five pages.

Never make someone sign up before they can use your service. Make signing up a reward for coming back.
They just fill in the form. They get a reference number by email.
Keep this. Always.
Offered after their first job, with their email already filled in.
Sign in with a link sent by email. No password at all.
Why this matters more than it looks. A busy agent sends you 10 to 20 jobs a month. Without an account they type their name, agency, email and phone every single time. With bank transfer it matters even more, because they also keep coming back to check whether their payment has been accepted yet.

The colours show who does the work. Orange and red are people. Green is the website.
Two parts are done by hand. Checking the payment, then stamping at LHDN. The LHDN part cannot be avoided by anyone. The payment part is the one online payment would remove.
18 · What we need from you
The first three are about how you work today. Only you can answer those, and we are guessing without them.
Also very useful: a screenshot of the rental stamping form inside e-Duti Setem, your Figma design and written spec, roughly how many jobs a month you expect, how many staff will handle them, and whether the website needs Malay and Chinese as well as English.
19 · Next steps
Every screen here is our best guess from looking at tenancy.my. The fastest way forward is you telling us which parts are not what you want.
Once we have both, we will confirm the pages, the staff screens and the steps, then come back with a firm plan and timeline.
A short letter confirming the tax rates and the late fines. We build to that and keep it with the settings.
About the timing. One month after you approve the design is possible, but only if the final design, the written spec and the hosting are all ready on day one, and the list of features does not change. If any of those come late, the month starts late rather than getting squeezed. We would rather say that now than in week three.
About payment. Our suggestion is to start with bank transfer as you asked, but let us build the payment part on its own. Adding online payment later then becomes a small job rather than starting again, and you do not have to decide today.
